To start, mount the 16 beads on flat head nails and form pretty loops. Here to add contrast we have selected 2 sizes of beads.

Then, nothing could be simpler! Thread the loops created directly onto the hoops and insert the pendants between the beads.

For a nice cluster effect, don't hesitate to mix the pearl sizes randomly.
